Abstract

Guided by the strategic goal of “accelerating the building of a strong education nation,” the Outline of the Plan for Building China into an Education Power (2024–2035) explicitly calls for “improving the mechanisms for identifying and cultivating top-notch innovative talent,” highlighting the pivotal role of senior high school in the full-cycle talent development system. Drawing on the spirit of the Outline, this paper systematically reviews and analyzes the strategic implications, practical pathways, and real-world challenges in cultivating elite innovative talent at the senior high school stage, and further proposes directions for future development. The study underscores a strategic shift from “universities selecting talent” to “high schools nurturing talent,” advocating coordinated reforms in high school curricula, pedagogy, and assessment. It also examines representative programs and practices such as the “Elite Talent Program” and “High School–University Collaborative Education” initiatives. Moreover, the paper explores approaches to building a collaborative talent-development ecosystem and integrating cross-sector resources, with the aim of providing theoretical insights and practical references for enhancing talent cultivation in basic education and strengthening the contribution of senior high school education to the national education-power agenda.
