Abstract

Against the backdrop of the AI technological revolution and the digital transformation of higher foreign language education, this study systematically synthesizes the theoretical logic and practical pathways underlying the deep integration of AI technologies with the Outcome-Based Education (OBE) philosophy. By contextualizing the multi-dimensional landscape—encompassing national digital education strategies, the enabling mechanisms of Generative AI, and the escalating demand for applied interdisciplinary talents—the research delineates the localization challenges confronting OBE within College English instruction and identifies critical gaps in current AI-in-Education research.The study constructs a theoretical model of AI-Empowered OBE integration, explicating core mechanisms such as the precision definition of learning outcomes supported by intelligent technologies, data-driven closed-loop instructional optimization, and multimodal learning analytics for assessment. Building on this foundation, it proposes a cultivation framework for applied and interdisciplinary College English professionals. This framework encompasses the reconstruction of objective systems, modular curriculum design, human-AI collaborative teaching models, and diversified evaluation ecosystems. Ultimately, the paper offers a systematic solution to resolve persistent pain points in traditional pedagogy and facilitate the paradigm shift in higher foreign language education.
