Research on the Impact of New Quality Productivity on the Level of Green and Low-Carbon Development

Against the backdrop of global warming and increasingly prominent environmental issues, green and low-carbon development has become a common pursuit of the international community. In this context, the concept of new-form productivity provides a new theoretical and practical pathway for sustainable development. This paper employs panel data from 30 provinces (municipalities, and autonomous regions) in China from 2010 to 2022, constructs relevant indicators, and uses the TOPSIS entropy weight method to calculate the levels of new-form productivity and green and low-carbon development in each province. Combining a fixed-effects model, we empirically analyze the impact of new-form productivity on the level of green and low-carbon development and its mechanism of action. The results show that new-form productivity can enhance the level of green and low-carbon development by improving technological levels and promoting consumer upgrading. However, this impact effect varies across regions. In the economically developed eastern regions, where the industrial structure is more mature, the transformation effect of new-form productivity is more evident. In contrast, the central and western regions, constrained by the level of infrastructure construction, still need to enhance the impact of new-form productivity on the level of green and low-carbon development.
