Building Pathways and Strategic Develop-ment Approaches for University Financial Management Systems in a New Era

Abstract

Under the strategic context of China's "Double-Class" initiative and the deepening integration of information technology, university financial management faces both unprecedented challenges and opportunities. As the vital underpinning for organizational operations, it provides indis-pensable preconditions and foundational support for core missions including talent cultivation, scientific research, social service, and cultural transmission. Consequently, the central challenge confronting financial departments is the construction of a financial governance system that is both aligned with national strategic objectives and tailored to the unique developmental needs of individual institutions. In response to this imperative, this paper argues that universities must systematically construct and refine their financial management ecosystem. This involves a mul-ti-pronged strategy to enhance the level of informatization, strengthen policy dissemination and training, and advance the professional development of financial teams. The ultimate aim is to establish a robust economic foundation that reliably supports the high-quality advancement of "Double-Class" construction.
